Mung’aro Proxy Companies Minting Millions from Kilifi County

At least three companies that have landed garbage collection tenders in Kilifi are directly linked to Governor Gideon Mung’aro.

It has been established that one of the companies is run by a contractor named Francis Ngala with businessman 

Details have emerged of how a contractor named Abubaka Joho commonly referred as Abu or Alpha was shortchanged by Ngala in the award of a garbage collection tender.

Ngala teamed up with the governor to edge out Joho who had initially threatened to raise the matter with the Ethics and Ant-Corruption Commission.

On a recoded and retrieved audio recording Ngala laments that he also lost the tender 

This in relation to tender number KKCG/WEFNR/OT/1246119/2023/2024 for Mtwapa town garbage collection and disposal.

 The tender was awarded to Kaereny Construction and Engineering Supplies Ltd which has been on the track list for landing lucrative garbage collection tenders, despite a poor track record.

The company has mostly been doing garbage collection in Mtwapa registration details indicating it is owned by Final Kadzo Kithi, wife to businessman Francis Ngala who is a close ally and PA to Governor Gideon Mung’aro.

When things fell out between Ngala and Joho, the governor called for a ceasefire meeting where Joho was finally edged out despite putting up a good bid.

Our private investigations have revealed that Ngala’s company does not meet standards to do garbage collection but landed the deal after  bribing its way both from NEMA offices to the county level. 

The county is already on the radar of the anti-graft agencies over irregularities and suspected misuse of taxpayers’ money.

If successfully investigated, an insider has hinted that Ngala could be implicated in multi-million fake tender deals courtesy of the governor.

The insider is however calling on the EACC and DCI headquarters to transfer their officers stationed in Kilifi, noting that they have been compromised to write positive reports related to the county.

“We know that our boss is looting through his proxy companies and the culprits are Ngala and other associates who have managed to compromise the EACC and DCI officers,” the source revealed.

Last year, the county was put on the spot for deleting a garbage collection tender advert on its website, in a plan to bar any investigations into the details of the contract where information available indicated the ultimate contractor was single sourced.

This is despite the governor coming under immense pressure over a Sh 300 million garbage tenders that had  been questioned by oversight authorities.

This was in relation to tender number KCG/ WEFNR/1246119/2023/2024 for provision of garbage collection and disposal in Mtwapa town and its environs from its website.

The county has indicated that the tendering would be conducted under the open nationally accepted competitive method.

The tendering process, especially on garbage collection has been a controversial affair in Kilifi, and the governor has been under  pressure to contain the criticism and oversight coming with it 

Also in question was  tender No.CGK/MM/OT/027/2023/2024 for provision of garbage collection and disposal services for Malindi Town and its environs.

Garbage collection has been a cash cow venture in Kilifi County and has put senior officers and suppliers at loggerheads. 

At one point,one Winnie Luwali Wakati, refused to take instructions from Ali Noor on hot-air supplies, that is why she was transferred. 

Ali Noor has several companies doing several works in Kilifi, among them food supply and supply of non-pharmaceuticals. 

Ali Noor who is a serial and lethal contractor  wants to be MP in Mandera East and has vowed to give Mung’aro Sh1bn through hot-air supplies so that he can campaign for the 2027 gubernatorial race.

More so, Ali Noor through his own cartel networks  managed to remove Winnie from the Finance department and  replaced her with Yayha Shoshi. 

He also  asked governor Mung’aro to appoint Idris Haji as the director finance in a well calculated scheme to loot county coffers.

The war between Ali Noor (Mung’aro’s PA) and Francis Ngala governor Mung’aro’s confidant began when Ali Noor asked Ngala for a sub-contract on garbage collection but Ngala refused.  

According to our own investigations, Ngala has a loan with NCBA where he took 5 tracks and he is replaying slowly.

At one point, Ali Noor  told Ngala that he won’t be paid anything in Kilifi “unless his late grandmother resurrects,” He was also quoted saying:  “I am the shadow Governor, if you don’t believe me, call your purported Governor and ask about me.” Ali Noor said
