He holds a Master’s degree in Geotechnical Engineering from the University of Birmingham and a Bachelor’s degree in Civil Engineering from Jomo Kenyatta University of Agriculture and Technology. His professional excellence is further underscored by his affiliations with prestigious organizations, including the Chartered Institute of Arbitrators (CIArb) and the International Commission on Large Dams (ICOLD) Kenya, highlighting his comprehensive understanding of both the technical and legal dimensions of large-scale infrastructure projects.
Mugun’s mandate is clear: to develop and manage public water works that address the nation’s most pressing water challenges. This includes expanding water storage capacity, implementing robust flood control measures, and ensuring a swift and effective emergency response to water-related crises.
